Ambiguity, Uncertainty and Implementation

In policy implementation the roles of ambiguity and uncertainty have been theorized but insufficiently tested. This study contributes to process literature by arguing that are two sides same coin in implementation. Their effects linked credibility policy, clarity goals, agency capacity. We analyze through lens post-disaster local government using primary qualitative data from 22 officials across 8 counties 6 cities were affected Hurricane Harvey. find a is evaluated separately formulator; experience moderates ambiguity; has similar effect as not lessened with more information.
